About Us
The Albany County Housing & Land Trust (ACHLT) is a partnership driven non-profit local solution – created to dramatically increase housing supply and access to ownership. By reducing land costs, addressing the development capital stack, and serving as the central housing coordinator for the City, County, and Laramie Chamber Business Alliance, this organization is built to scale production to 400 homes per year by 2030.

Our Story
ACHLT was created from the Albany County Housing Coalition, which consists of members from industry, developers, finance, non-profits, and local government. Through that collaboration, we have formed partnerships with Albany County, ACSD #1, Ivinson Memorial Hospital, the City of Laramie, The Laramie Chamber Business Alliance (LCBA), individual companies, UW and WyoTech. ACHLT also has potential for further partnerships through the connections that have been formed.

We believe adequate housing is a basic human need as it provides for safety, well-being, and social participation and impacts health, education, and economic opportunities. Laramie’s lack of adequate affordable housing has been studied since 2015. The Housing Study and Action Plan 2030 revealed “The most critical housing issues in the City include promoting the development of housing for the local workforce...”
Since that time the entities have worked together to enact changes to development regulations, provide for infrastructure, assist development and have only seen an annual average of 60 homes constructed that do not provide for the local workforce. A non-profit business model, partnership investments, and a reconfigured capital stack allows ACHLT to both grow to sustainability and pass on significant cost savings to prospective homeowners. These savings are further protected through the use of restricted appreciation ensuring the longevity of attainable home ownership in Albany County.
A Community Focused Team
The Albany County Housing Land Trust is an active industry-led partnership amongst some of the largest employers in Albany County, including our friends at the University of Wyoming, Safran, and WyoTech. We're hosted within the Laramie Chamber Business Alliance, which is the strongest voice in the community for the needs of our business community.
Members of our Advisory Board serve on a volunteer basis and include innovative business leaders, affordable housing advocates, and the elected officials and representatives of local government needed to affect real change in stimulating Laramie's housing market.
There has never been a better positioned and inspired housing effort within our community to affect the changes we need to make in order to make an equitable economic future here.
